Waiver Information

Within broad Federal guidelines, States can develop home and community-based services waivers (HCBS Waivers) to meet the needs of people who prefer to receive long-term care services and supports in their home or community, rather than in an institutional setting. 

Waivers offer an array of services and benefits such as choice of qualified providers, due process, and health and safety assurances.

The name waiver comes from the fact that the federal government "Waives" Medical Assistance/Medicaid rules for institutional care so that people can use the same funding for services provided at home. 

In Pennsylvania, the Department of Human Services administers multiple Medical Assistance/Medicaid waivers. Harmonious Life Systems is a Provider of services under the waivers listed below. Each waiver has its own unique set of eligibility requirements and services.

  • Adult Autism Waiver (AAW)
  • Community Living Waiver
  • Consolidated Waiver
  • Person/Family Directed Support Waiver

To apply you for waiver services you must contact your county's MH/ID office. 

If you do not know where that is you can also contact The Department of Human Services, the Office of Development Programs toll-free Customer Service Line: 1-888-565-9435

Who can I contact for help?

Intellectual and developmental disability services are administered through county Mental Health/Intellectual Disabilities (MH/ID) program offices. The county MH/ID offices serve as a referral source and most services are delivered by local agencies under contract with the county office. The county MH/ID office determines a person's eligibility for service funding and if found eligible a person will receive a supports coordinator. The supports coordinator will:

  • Talk with you about what kinds of supports and services would be helpful.
  • Offer you an opportunity to complete an application for the Medicaid Home and Community Based Waiver Program.
  • Enroll you in services that require completing applications.
  • Help you develop your individual plan.
  • Help you talk with individuals or agencies in the community that could support you.
  • Coordinate and monitor support and services.
